At the level of individual institutions, annex contracts with highest cumulative value were signed by the City of Skopje, in total amount of 6.68 million EUR. City of Skopje has also signed the biggest individual annex in terms of contract value, with the company BETON for additional construction works on building “City House”, in the amount of 3.16 million EUR. Second-ranked according to the value of annex contracts is JSC Management of Residential and Commercial Property, in the amount of 4.7 million EUR. Next positions are held by JSC ELEM with annex contracts worth 4.5 million EUR, PE State Roads with annex contracts worth 3.2 million EUR, and the Ministry of Education and Science with annex contracts worth 2.03 million EUR. Top 10 contracting authorities also include the Department for General and Common Affairs at the Government, with annex contracts in total value of 1.89 million EUR, Ministry of Culture – 1.87 million EUR, AEC – 1.28 million EUR, Ministry of Justice – 1.21 million EUR, and Parliament of the Republic of Macedonia, with annex contracts in the value of slightly above 800 thousand EUR. All top 10 institutions have signed annex contracts in cumulative amount of 28.2 million EUR.
The highest number of annex contracts, i.e. 39 in total, was signed by the Ministry of Education and Science, followed by PE State Roads with 32 annex contracts and the City of Skopje with 22 annex contracts. Top 10 institutions according to number of annex contracts signed also includes JSC Management of Residential and Commercial Property, Municipality of Gevgelija, Municipality of Bitola, Ministry of Culture, JSC ELEM, PE Water Supply and Sewage and PE Strezevo – Bitola. All top 10 state institutions in terms of the number of annex contracts have signed 193 contracts in total.
The highest individual value of annex contract to public procurement was awarded to the construction company BETON. Moreover, total value of all annex contracts signed by BETON amounts to 9.27 million EUR. Second-ranked is another construction company, i.e. GRANIT, with annex contracts in the value of 5.44 million EUR. Majority of annex contracts signed by these two big construction companies in the country concern the project “Skopje 2014”. Third position is held by another construction company – TRANSMET, whose annex contracts amount to 1.4 million EUR. Next on this list are companies LAMONE MOREDA, BETON-STIP, AK-INVEST, IRD ENGINEERING Srl., SINTEK, VIA, GALAB. Almost all companies on this rank list with annex contracts in the highest value, signed with state institutions, are registered for operation in the construction business.
Construction companies also dominate the rank list according to the number of signed annex contracts to public procurements. Hence, GRANIT is at the top of this list with 20 annex contracts, followed by BETON, ZIKOL, ALDING ENGINEERING, BAUER BG, CONSTRUCTION COMMERCE, URBA, VIA, TRANSMET, and BV ENGINEERING. All top 10 ranked companies have signed 85 annex contracts in total.
The highest amount of funds for additional construction works, by means of annex contracts to public procurements, was spent on the project “City House”. Value the annex contract signed for this project reached 3.16 million EUR. Additional works on administrative building of JSC ELEM costed 3.03 million EUR. Next ranked, with annex contract signed in the amount of 1.47 million EUR, is the project on recreational aqua-park within the Sports Centre “Boris Trajkovski”. Excavation of coal on microlocation 3, for the needs of MEC Bitola, consumed additional 1.15 million EUR, while multilevel parking facility on Dame Gruev Street implied spending of additional 1.13 million EUR, multilevel parking facility “Mito Hadjivasilev Jasmin” costed additional 1.03 million EUR, AEC’s administrative building implied additional costs in the amount of almost 1 million EUR, additional works on construction of regional road P2138 costed around 870 thousand EUR, multilevel parking facility “Big Ring” in Skopje implied annex contract for additional 850 thousand EUR, while annex contract to the basic procurement related to works on the building of the Parliament of Republic of Macedonia was signed in the amount of 800 thousand EUR.
The highest amount of funds spent by state institutions for additional works that have not been anticipated under basic public procurements and awarded by means of annex contracts was recorded in 2013, in total amount of 17.45 million EUR. Next year, this value amounted to 10.75 million EUR, while last year, more than 7 million EUR were spent by means of annex contracts to public procurements.
